Repair Exterior Floor Surface

I have a small 5m sq area of my drive that has a rough concrete surface. It is a ballast finish (concrete and small stones) and doesn't look very attractive. I painted it last Spring and it looked much nicer. Overall I was rather please with how it looked once painted.

Since then the paint has peeled and the area looks grubby. I would like to paint it again but don't want to if it is just going to peel again. Would the paint take better if I PVA the area first, or would it still peel.

I wondered whether to use a self leveling concrete on the area to get it smooth, then PVA it and then paint it. I'm not sure whether self leveling concrete can be purchased for exterior surfaces? If not can it be made up?

Any suggestions?
