My Carpeting

I have never seen carpet like this before. It is extremely dirty so we plan on renting a carpet cleaner. Is this carpeting my landlord bought discounted and then was going to do something to make it look normal? Is it something we can do? It's cruddy and has a ton of dirt in it.
