Must an old system conform to latest regs?

My oil-fired CH was installed maybe 15 or 20 years ago. At each service, the technician notes in his report all points which don't meet current regs (no fire valve outside the house, tank too near a wood fence, etc etc). I believe the system conformed to then-current regs when it was installed. Do I have to upgrade it for today's regs? (Would not be easy!) Thanks.
