Mold under clear caulking.?

We installed a walk-in shower 5 years ago and had someone tile the walls. There’s been increasing questionable areas on bottom of walls next to shower pan. Thinking it was mold, I took an old toothbrush and a Clorox gel product and scrubbed. I left it overnight and saw no difference. Since I know nothing about tiling, is this clear caulking I can scrape off, clean and replace?

Yes, you can scrape and replace. But don't use bleach against mold is the advice I've been given.
