Lowering basement floor

Hi all. I am renovating a basement, it’s quite dry already. The floor is old linoleum laid on a concrete floor. It seems to be poured into a metal “tray” covering the whole floor area, 1/2 inch thick. Underneath the tray (I lifted one corner) seems to be another old rougher concrete floor. The ceiling height is quite low already and I plan to tile the floor. Can I remove the top concrete later and the metal tray and tile on the concrete floor beneath? Is the metal layer a common construction? Obviously I don’t want to remove it all to gain height but end up With a damp Problem. Advice please?
