Grounding Bar in Generac Transfer Switch

Hello,
Can anyone tell me if the external lock washers for the grounding bar on the Generac 200 amp service entrance transfer switch go between the bar and the box or between the bar and the attaching nuts?

The lock washers should go between the bar and attaching nuts.

Thanks. Not sure why they but lock washers under a locking nut.
