Concealed cistern outlet leak

I'm fitting a concealed cistern and it appears the rubber seal on the bent pipe into the bottom fitting on the cistern cannot be relied on to prevent leaks. I'm thinking the cavity around the pipe would benefit from being stuffed with Plumber's Mate before assembly - anyone have any other ideas/tips please?
