A completion certificate, or habitation certificate in Scotland, means that a dwelling has been checked and certified as compliant by the building officer from the local council. If one has been issued, at that time the dwelling has complied.
Like an MOT, this certificate is applicable only when the building is checked and goes no further than that, what precedents your local council applies after this is what needs to be considered, that and all the new seller regulations currently in force. Hope this helps...bosshogg :)
