Cinder block repair or replace

I have an old shed that was built on a hill and the cinder block walls are shifting. One wall has bowed in about 5" and the other 2 side walls are shifted more in the horizontal direction. My idea was to rebuild a small building on top but not without ether re-supporting the cinder block or maybe adding some steel I beams and columns to support the weight of the upper building. The shed foundation is 16'x 16' with 10ft height cinder block walls. I have demolished the shed on top and am now ready to address the foundation structure.

I had a cinder block repair contractor give me an estimate of $5K just to repair one wall! and that is way too much! Has anyone have any other ideas that might work? My final goal is to build a small guest house on the upper section. Thanks J
