Black rubber pipe near water drain

Hi all,

Not sure this is in the right place so apologises.

I have a bird table and wanted to buy it a bit and cover it either stones, its right next to my water meter in the ground outside.

My question is as I was digging no more than 3 inch into the ground I saw a black rubber pipe, now I'm pretty sure I didn't dig too hard near it but was wondering what it could be. I'm on the ground floor of a new build set of flats built in 2006 I think, any ideas what it is?

I did run my hand down it all and couldn't feel any cuts or nicks in it.

Arr sadly I buried it again, I ran my hand over it and nothing came out, it confused me as it wasn't very deep. I was just burying a bird table under some stones I put on top
