Installing a handrail in garage for elderly parents

Hello . Came across a nice little handrail I would like to install in my garage. There is a 2 step precast concrete. that leads into the garage, where i want to attach the railing. The only problem is the higher side of the handrail is about 7 inches too high to attach to the precast step. IWould greatly appreciate any ideas on how to make this work.

I thought if i glued another piece of concrete to that side of the step then drilled the holes and anchored the post , but not entirely sure about other options..
