Sticky Faucet

I have a faucet that over the years has gotten really hard to swivel from left to right and back again. It takes some effort. See the attached pic. What is the way to fix this? Does it totally come apart so that I can clean and lubricate the parts? Also, given that the nut that tightens it to the sink is mostly blocked by the basins underneath, how do reach it to loosen it to uninstall it? Is there a specific tool for that? Thanks.
