Securing a large oak wine barrel to a pavement which has traditional paving slabs

Hi, I have to secure three wine barrels to the pavement outside a shop. The wine barrels are large and will be used as tables. I can't get inside the barrels. The pavement is a typical pavement with old fashioned paving slabs, I don't know how thick they are.

I have to secure them permanently, and have considered concreting them in. (I have secured planning permission for permanent tables). Hoping someone here has had some experience with this.

You could use an epoxy glue. Or as you say just concrete them in.
