New drain into existing CI clean out

I am looking for input with regards to using a cleanout plug 'hole' to add a drain for a small powder room. The plug is a 3 1/2" brass plug into a 4" CI hub leaded fitting. A number of people say its OK, other say you can't violate codes by doing this, others say there are no fittings to get into a 3 1/2" pipe thread because they are not made. There are any number of manufacturers who make a 3 1/2 male to 3 inch female bushing and it seems like that would be perfect to get the CI to PVC. Any ideas would be appreciated. Biggest issue I think is getting the venting right.
