Flooded crawl space after heavy rain and insulation damage question

My crawl space can flood after a heavy rain. The batt insulation in some areas is loose and hanging and it's not faced so I guess it got wet from condensation.

Question: Is the insulation trashed from the dampness in the crawl and needs to be replace or do I just fasten in back in place?

Also is spray foam insulation a better method of insulating damp areas.

I know I need to correct the flooding issue I just want to know if I should remove the existing insulation.

It kinda looks like this picture off the net.
