Frigidaire Washer - Softener doesn't dispense

Frigidaire front load washing machine model FTF530FS1, mfd jan 2008: The cavity you load with fabric softener does not empty - and clothes not softened! I removed and cleaned out tray, parts, and cavity. No help. How can I un clog, or whatever is the problem so our towels aren't sandpaper? We've been using liquid "Snuggle".
