Peeling Paint



I'd be grateful if anyone can offer me some advice. I've noticed that a
small patch of emulsion paint on my wall is cracking/blistering. I think
some wallpaper paste may have gone onto the wall when I was papering the
ceiling and now the paint is reacting to it. I have sanded the area but to
prevent any further blistering I wondered if I should paint the area first
with oil based gloss paint to seal the area in and then apply the emulsion
or try a watered down solution of PVA glue to provide a suitable key. Has
anyone experienced a similar problem?
