not drying a dull in places

Been asked to get a iroko floor to look the bees knees it had been treated & looked fine until a painter left over spray on it ! My cliet sanded the danish oil back in some places more sandin was requiered to lift the over spray it has had a couple of coats with a brush ??? & is uneven with its shine & is tackey still a week later how can i get the floor to dry & what would
be the next step to achieve a even finish without going mad on the time ????
