Location of Earth Spikes

I have to move my earth spike which is currently outside behind the garage
about 15 yards from the fuse box. Does it have to be outside, or can it be
moved inside and closer to the fuse box

I do no see why not, except I do not think you will be able to drive an
earth rod into rock and the final impedance should be measured with special
equipment to show it works safely.

I would concur with that.

To improve (lower) the resistance drill slightly oversize, fill with rock
salt and drive the spike into that. Checking the earth resistance really
should be done, esp in your circumstances.
