We have some concrete steps on which the previous owner applied some kind
of surface repair material incompetently---some of it spills over onto the
nearby brick (house exterior), and cracks in the concrete were filled in
poorly so you can clearly see where they used to be.
What are recommended methods for stripping this stuff from brick, and for
smoothing and finishing the concrete such that it looks better (without
jackhammering it off entirely and rebuilding it)?
