In terms of concrete cover around steel reinforcement, what does "BTM" mean?

I haven't a clue, Kenny.

Check all sheets of the drawings (I assume you saw "BTM" on
a drawing.) for a Key to Abbreviations and Symbols.

And, I'm guessing you are absolutely right.

As in T & BTM . . . or rather, TOP & BTM.

If I'd seen it on a drawing, I might have guessed that,
especially if it was in a label arrowed to some steel on the
bottom. Actually, I wouldn't have guessed, I'd have not
even given passing question as to the abbreviation's
meaning. So much for just reading what is in front of you.

It should be bottom according to me. Because the drawing I'm seeing has a Top reinforcement drawing and a BTM reinforcement drawing. So probably that makes sense.
