Bleeding radiator won't stay hot

I have a two story house built in the 50s. All the radiators down stairs work properly. Upstairs I have 12 radiators and only 5 work properly.

I have bleed a radiator and dark water has come out in A pretty strong stream. The radiator would heat up but once I stop bleeding it, it would cool down.
The water comes out in a stream when the furnace is off, but once it starts up the water barely comes out.
Not sure what needs to be done next. Do I need to bleed for a longer time. i have taken a lot of water out when bleeding radiators.
